7 Quick Apply 1 day ago Full Job Description Position Summary The Hatchery Manager for the Stillaguamish Tribe is responsible for all aspects of daily hatchery operations and fish culture activities at the Tribe's hatchery facilities.
These facilities include conservation and enhancement programs for Stillaguamish summer Chinook, fall Coho and fall Chum, and a captive brood program for fall Chinook.
The position entails a broad range of responsibilities, including but not limited to oversight of all life stages from in-river brood stocking efforts, through both seining and passive trapping, fish transport, spawning, incubating, rearing, tagging and release.
The position is responsible for hatchery sampling protocols, data collection, reporting and record keeping.
The position has supervisory responsibility over Stillaguamish hatchery staff.
This position will work with the Director of Natural Resources to ensure the Hatchery program meets desired goals while respecting the directives of Tribal leadership and Tribal policy staff.
With the Director of Natural Resources, this position will develop and adhere to annual operation plans, program budgets and hatchery grant proposals.
The position also will provide input regarding scheduling, activities and efficiencies relative to successful hatchery operations, including the development, updating and implementation of hatchery program guidelines, policies and operating procedures.
This position works with the Natural Resources Director to ensure all hatchery personnel, operations and activities are in compliance with all applicable laws, regulations, Tribal policies and Co-manager agreements.
Along with the rest of the Natural Resources Department, this position works to protect and enhance the Stillaguamish Tribe's treaty protected rights.
Essential Duties and Responsibilities Fish Culture:
Position provides technical expertise relevant to fish culture and fish health at the Tribe's hatchery facilities.
Evaluates the immediate and long-term needs of the Tribe's hatchery operations.
Offers prescriptive plans to meet hatchery program goals and ensures fish are cared for utilizing scientifically defensible best practices.
Identifies, prioritizes and communicates opportunities to improve fish culture practices to leadership and to Hatchery staff.
Actively seeks to learn new fish culture practices relevant to the needs of the program and demonstrates an ongoing commitment to learning and self-improvement.
Collects and spawns adult returners for broodstock for the Tribe's conservation hatchery programs.
Leads rearing efforts from broodstocking to release, including spawning, laying and picking eggs, feeding juveniles, monitoring environmental conditions, and fish health in coordination with Northwest Indian Fisheries Commission (NWIFC) staff.
Supervises the administration of fish health treatments and NWIFC veterinarian prescribed drugs.
Collects and records accurate data regarding treatments, rearing conditions, broodstock collection, fish inventories, feed utilization, growth, and loss numbers.
Confers with Fisheries Program personnel on data and salmon recovery objectives.
Mass Marking:
Coordinate with NWIFC to implant juveniles with coded-wire tags and clip adipose fins, with retention sampling post marking.
Facilitate coded wire tag sampling and fish scale collection on all adult broodstock.
Confer with Fisheries Program personnel for recovery procedures, department data requirements and release reporting.
Personnel Management:
This position serves as a role model and mentor to hatchery staff.
This means setting a positive, professional example, and sharing knowledge and experience to ensure healthy fish and an effective hatchery team.
Perform typical personnel management activities such as performance evaluations, corrective actions, approval of timesheets, and developing work schedules including covering weekends and holidays.
Supervise hatchery staff and ensure hatchery activities are consistent with program directives, permits, regulatory and funding requirements.
All personnel management activities will be performed in partnership with the Director of Natural Resources.
Data Management:
Ensure that all hatchery staff are recording and maintaining quality data on fish culture (feed conversions, densities, TU's, etc.
), hatchery maintenance, water quality, and hatchery operations necessary for fisheries management and program reporting.
Perform data entry efficiently and accurately, with attention to detail on entered data against original copy, with ability to ensure accurate, controlled data.
Execute data standards and procedures to ensure legally defensible data.
Develop in-house Hatchery forms, data sheets and operating procedures.
Maintains all hatchery operations data and records on Hatchery shared data server.
Confers with Natural Resources staff for data needs, standards and procedures.
Fiscal Management:
Effectively identifies and communicates funding needs for hatchery operations to help develop effective captial budgets for hatchery facilities.
Reconciles operations and capital budgets for the facilities; records and monitors expenditures; projects short and long-term expenditures; develops and monitors contracts.
This position is also responsible for obtaining the equipment and supplies necessary for program operations consistent with grant budget limits and Tribal procurement policies.
Project Management:
This position is responsible for scoping and designing assigned projects with the support of the Natural Resources Director and Fisheries Program Staff, and for ensuring the successful execution of those projects.
Projects will include construction of capital improvements, hatchery facility repairs, etc.
Facility Management:
Monitors water flow and quality parameters; takes water samples and readings; maintains proper water flow and rearing conditions; responds to alarms; monitors and maintains facility support systems; actively identifies safety hazards and takes action or recommends remedies as appropriate.
Ensures staff are supported and trained to carry out approved maintenance duties and projects.
Works with staff and contractors to repair and maintain all hatchery buildings, systems, grounds and equipment.
Policy and Regulatory compliance:
Understands and ensures compliance with all applicable laws, permits, authorizations, and regulatory conditions for hatchery staff and hatchery program operations; including all HGMPs, NPDES permits, and guidelines provided by NOAA, NMFS, BIA, and Co-Managers.
Ensure Hatchery records management and document retention is consistent with Tribal policy, permits and agency requirements.
Determines, administers, and ensures compliance with Hatchery SOPs, BMPs, policies and MSDSs relating to safety, standards of operation, and facility maintenance.
Responsible for the development, implementation and updating of all policies and procedures related to the hatchery program.
Hatchery Representation:
Meets the public, maintains public relations, answers questions, and conducts hatchery tours for school groups.
Professionally represents the hatchery program within and outside of the organization.
Responds to questions from visitors or outside entities in a polite professional manner.
General administrative duties.
All other duties as assigned.
Supervisory Responsibilities This position directly supervises Hatchery staff, including Natural Resources department staff while working at the Tribe's hatchery facilities.
Currently this position directly supervises 4-5 Hatchery staff at two facilities with the assistance and oversight of the Director of Natural Resources.
Required Knowledge, Skills and Abilities Knowledge of treaty fishing rights including compliance with U.
S.
vs.
Washington, Civil 9213, and subsequent orders.
Basic knowledge of the Stillaguamish Tribe and its Natural Resources programs.
Knowledge of the specialized needs of Pacific Northwest salmonids, disease signs, fish culture methods and techniques, river ecosystem and the biology associated with fish species and spawning protocols.
Knowledge of basic math and descriptive statistics Knowledge of professional biological and scientific terminology and techniques relevant to fish culture, hatchery operations and scientifically credible data collection.
Ability to supervise and mentor staff.
Knowledge of the use, maintenance, and repair of specialized equipment and supplies utilized in fish hatchery operations.
Must be able to organize time, solve problems and carry out duties with a minimum of supervision and work cooperatively with other staff.
Proficiency with computers, Microsoft Office suite (including Word, Excel and Outlook) and use of the internet.
Skill in operating and maintaining fish hatchery equipment (such as filters and pumps), small handheld power tools, farm equipment (such as tractors and mowers), and hatchery vehicles.
Ability to perform physically demanding tasks, including lifting and carrying supplies and materials up to 50 pounds and working in inclement weather conditions.
Required to work irregular hours including some weekends and holidays, and ability to adjust to changing schedules.
Position will include rotating weekend and holiday shifts.
Ability to respond to emergencies and on call situations within 30 minutes.
This position should reside in, or be willing to relocate to, the Arlington or Granite Falls area to ensure appropriate response time.
Ability to represent the Tribe professionally when interacting with the public, Tribal members, other Tribal technical staff and other agency personnel.
Ability to express ideas effectively, both orally and in writing and ability to write narrative reports in a clear and succinct manner.
Ability to maintain a positive attitude, strong work ethic with great attention to detail, and a strong interest in fish culture and fish hatchery management.
Position Qualifications A degree or certification from a fish hatchery technical program or accredited college focusing on fisheries technology, aquaculture sciences or related field AND 7 years work experience in a fish hatchery environment, preferably raising salmonids, AND 2 years experience supervising personnel.
Additional education may substitute for experience.
Valid Washington State driver's license.
